On-chain Academy Joins the Global On-chain Economy Alliance

On November 25, 2025, at the CEO500 event during the Autumn Economic Forum 2025, the Global On-chain Economy Alliance was officially launched under the witness of Prime Minister Phạm Minh Chính.

The Alliance emerges at a moment when Vietnam’s regulatory mindset and development ambition are aligning strongly. From the central government's push to bring digital assets into a formal legal framework to Ho Chi Minh City’s strategy of building an International Financial Center (IFC) grounded in high-quality human capital, a new development model is taking shape: mastering domestic technology while embracing international standards and capital. This foundation enables On-chain Academy to join the Alliance and accompany HCMC in shaping the next-generation digital finance ecosystem.

With the vision of positioning HCMC as a leading regional hub for finance and digital assets—and a gateway for global capital and technology—IFC HCMC established the Global On-chain Economy Alliance as a pilot platform for next-generation digital finance models aimed at attracting international investment.

Alongside On-chain Academy, founding members include Viettel Digital, Dragon Capital, Tether, Ava Labs, Sky Mavis, and Republic. The Alliance is not simply a consortium but a bold experimental architecture: IFC HCMC acts as the policy “launchpad,” while technology companies and financial institutions serve as the operational “engines.”

Founded by Vietnam's International Financial Center in Ho Chi Minh City, the Alliance aims to transform HCMC into a regional hub that creates, circulates, and prices value on a foundation of digital sovereignty. Its mission is to co-build the infrastructure for an autonomous and interconnected on-chain economy—one that operates fairly, transparently, and sustainably, unlocking opportunities for millions of businesses and citizens. Its principles include adherence to Vietnamese law and international standards, technology neutrality, interoperability, user-centricity, responsible public–private collaboration, and a “sandbox-first” approach.

The Autumn Economic Forum—an initiative proposed by Prime Minister Phạm Minh Chính and the World Economic Forum in January 2025—was successfully delivered by HCMC within just ten months, attracting over 1,500 domestic and international delegates. Riding this momentum, the Global On-chain Economy Alliance marks a strategic step to unite leading organizations in Vietnam and abroad toward a shared goal: establishing HCMC as a regional center for finance and digital assets, and a critical gateway for global capital and technology in the emerging on-chain economy.
