Objectives and Scope of Collaboration

The partnership between OA and CIT aims to promote awareness and strengthen capabilities in approaching the On-chain Economy, particularly in the context of establishing IFC in Ho Chi Minh City and Da Nang. Through this, the two parties seek to extend On-chain knowledge and capacity across Vietnam’s broader financial ecosystem.

Specifically, the collaboration will focus on the following initiatives:

• Develop and deliver specialized training programs on the On-chain Economy for government officials, business leaders, and investors — with an initial focus on core personnel responsible for operating and managing the IFC;

• Co-organize conferences, seminars, and applied consultancy programs to address real-world challenges in the digital financial transformation process and the development of On-chain business models within the IFC;

• Conduct key scientific research projects, contributing to policy recommendations and the development of legal frameworks for digital assets, digital finance, and On-chain applications within the IFC;

• Foster connections across academia, industry, and policy-making institutions, aiming to build a robust knowledge foundation and expert workforce to support the IFC and the broader national financial digitalization agenda.

About the Two Partner Institutions

OA is a pioneering institution in the field of training, research, and consulting on the On-chain Economy — one of the key development trends of the digital era. With a network of international experts, up-to-date learning materials, and practical training methodologies, OA aims to equip businesses, investors, and public sector leaders with the knowledge and capability to apply On-chain technologies effectively.

CIT serves as the focal point for implementing training and applied research programs that support the development and operation of IFC in Ho Chi Minh City and Da Nang.
