
Recap — Roundatable On 24.10: Consultation On Developing The Fintech Ecosystem within IFC HCMC
On October 24, On-chain Academy, in collaboration with the Ho Chi Minh City Institute for Development Studies (HIDS) and the Ho Chi Minh City Finance and Investment State-Owned Company (HFIC) organised a consultation roundtable on developing the digital asset ecosystem within the Vietnam International Financial Center (IFC) in Ho Chi Minh City.
The event aimed to capture practical needs, identify the potential of businesses, and listen to proposals regarding mechanisms, policies, operating models, and connection opportunities in the fintech ecosystem—toward forming strong linkages and alliances in the future.
The roundtable gathered three core stakeholder groups that collectively form a digital asset ecosystem:
– Vietnam-based Web3 startups
– Web3 foundations operating in Vietnam
– Enterprises and corporations seeking pathways to transition into the on-chain economy
Chairing the roundtable, Mr. Vũ Chí Kiên — Deputy Director of HIDS — expressed his expectation that the program would help the the future governing body of the International Financial Center in Ho Chi Minh City understands real-world demands, recognize enterprise potential, and collect recommendations on mechanisms and policies for the fintech ecosystem.

“This roundtable will serve as a bridge between strategic partners, building a portfolio of pilot models as a foundation for regulatory sandboxes and preferential policies for fintech, innovation, and digital assets—toward establishing a strong fintech ecosystem and enabling the development of the International Financial Center.”
As moderator, Dr. Tony Tran connected representatives across all stakeholder groups and facilitated sincere and in-depth exchanges, contributing valuable input for ongoing research and upcoming regulatory guidelines for the operation of IFC Ho Chi Minh City.

The event brought together many prominent names from Vietnam and abroad, including Sky Mavis (Axie Infinity), Kyber Network, international blockchain organizations such as Ava Labs and Republic, as well as investment funds like Dragon Capital and leading financial–technology corporations operating in Vietnam.
During more than 90 minutes of discussion, experts and participants shared their views in a spirit of openness, frankness, respect, and constructiveness—with the common goal of contributing to the development of a strong, transparent, and competitive digital asset ecosystem within IFC HCMC.

Many valuable insights, proposals, and recommendations were raised, reflecting a shared expectation that Ho Chi Minh City can build a comprehensive digital asset ecosystem—from infrastructure and policy to market connectivity—creating a favorable and competitive environment for domestic enterprises to reach the regional and global stage.
The 24.10 roundtable is regarded as an important first step, opening a regular dialogue channel between policymakers, businesses, and technology organizations, laying the groundwork for Ho Chi Minh City’s journey to become a leading financial and innovation hub in the digital asset era.
